(I am not quite sure if this is a correct interpretation of Bible, but present here my theological theory.)

In New Testament God compares people holding Holy Spirit with vessels. But vessels are defined as something empty inside. In my opinion, this means that to hold Holy Spirit a human should be empty inside.

To be empty, means not to be occupied by knowledge, intelligence, dedicated rational purposes, etc.

So, Holy Spirit dwells in worst of us, not in the best ones.

It well agrees with words of Jesus (Mat. 20:16) “So the last will be first, and the first last.”

This particularly means that Baptists which deny acts of Holy Spirit in them will be above Pentecostals which have Holy Spirit and his acts in the coming Kingdom.
